The presence and arrest of the three individuals who kidnapped two paramedics in the state capital back in September who were detained several days later in Parral, confirmed intelligence information.
With the arrest of the three men who participated in the abduction of two paramedics in the state capital, who were taken to Parral and released by members of the Interinstitutional Operations Bases (BOI), police intelligence sources were able to obtain information indicating that the criminal group “Los Cabrera,” originally from Durango, had made some sort of agreement or alliance with “Los Salgueiro,” as both armed groups are part of the Sinaloa Cartel, the former working under Zambada and the latter for “El Guano” Guzmán.
Information obtained by police intelligence indicates that in the south of the state, in regions such as Parral, Guachochi, Jiménez, and surrounding communities, the presence of members of the “Los Cabrera” group is allegedly coordinated with the local criminal group “Los Salgueiro,” as the latter group has been weakened in the territorial battle against “La Línea,” the armed wing of the Juárez Cartel.
According to information gathered by state police detectives and prosecutorial police, the men who join the “Los Cabrera” group arrive from Durango, settling for a time in certain cities or communities, and then deploying local people for various activities.
“Los Salgueiro” is a group that, over the years, has seen its structure, especially its top leadership, weakened following the arrest of several of its leaders. Therefore, upon learning of the confrontation in the region known as “El Valle de Juárez” between “Los Cabrera” and “La Línea,” as well as in Ojinaga, they sought them out to confront the armed wing of the Juárez Cartel, according to police intelligence.
A couple of months ago, since “Los Cabrera” entered Ojinaga, police intelligence was able to confirm that they had established a pact in that area with people who had deserted from “La Línea,” who have always had control from Ojinaga to Aldama, which is why they have been fighting over those territories for a couple of months.
Given that the states of Chihuahua and Durango are neighboring states, this makes it more likely that members of these criminal groups will enter, cross, or leave, according to Luis Ángel Aguirre, Undersecretary of Staff of the State Public Security Secretariat (SSPE), at this morning’s press conference.
In response, the official stated that they will be reinforcing patrol and security activities in the southern region of the state, specifically the region bordering Durango, to prevent further influx of members of the cartel. He said he would not name the cartel so as not to promote it.
The three men arrested by the Interinstitutional Operation Bases (BOI) for the crimes of express kidnapping, vehicle theft, and violation of community safety, who gave their names as Marco Antonio S.Y., Carlos Iván R.F., and Javier D.C., were taken to the control hearing, where the court ruled their detention legal under the terms of flagrante delicto, which took place last Friday, August 8.
At the same hearing, charges were brought against Marco Antonio S.Y. and Carlos Iván R.F. for the kidnapping of two paramedics in the city of Chihuahua, whom they transferred to the city of Parral and stole the ambulance in which they were providing pre-hospital care. In addition, Javier D.C. was charged with a crime against community safety and/or “halconeo” (acting as a lookout), as he was arrested during the same operation while riding a motorcycle and in possession of three mobile phones, which he used to communicate with various individuals to report on the activities of the BOI Cell.
Based on this information, the judicial authority imposed preventive detention on the defendants and set Friday, August 15, as the date to resolve their legal status at the hearing to determine whether they will be linked to criminal proceedings.
