José de Jesús Gutiérrez Rebollo was a division general of the Mexican Army, who was assigned to the Fifth Military Region as part of the combat strategy against drugs. However, shortly after, he was corrupted by different criminal groups and was investigated.
After this story and its apprehension were made known in 1997, Los Tigres del Norte released a narco corrido to remember this historical event, which for those years sought to keep hidden from the Mexican people.

It’s very bad, because those who should be setting an example are the worst. Who knows where we will end up?” This is how the song by Los Tigres del Norte begins.
The problems for Gutiérrez Rebollo began on February 6, 1997, after the authorities started investigating him for moving to a luxurious apartment that was impossible to buy with his salary as a public official.

“A general has fallen,” said the television, when he was given the position, they thought he was the best, because of the contraband, now he is in prison,” continues the melody of the Sinaloan music group.
In this part of the song, they refer to the areas where the Sinaloa Cartel operated, who were allied with those of Juarez, Amado Carrillo, ‘The Lord of the Skies’, with whom Gutiérrez Rebollo had a good relationship.
“In Culiacán and Jalisco, they asked for protection, they offered good things, the press announced it, living with so much luxury, the investigation was done,” the song recounts.
Just a few weeks after the fall of Gutierrez Rebollo on March 17, 1997, General Alfredo Navarro Lara, from the Second Region, was arrested in Mexicali, Baja California. He was also accused of being involved in corruption with drug cartels and attempting to bribe the delegate of the Attorney General’s office in that state.

It was due to pressure from the United States that this institution was created, as they had a significant increase in the presence of drug trafficking in the 90s. They appointed José de Jesús Gutiérrez Rebollo, who was considered one of the most reliable, without expecting that he would soon become corrupted by the drug lords, with whom he would form strong relationships.
