The murder of Milton Morales Figueroa cannot go unpunished, it is an obligation for his colleagues to investigate and arrest those responsible.
Last Sunday, July 21, the general coordinator of the Tactical Strategy and Special Operations unit of the Secretariat of Citizen Security of Mexico City, Commissioner Milton Morales Figueroa, was cowardly assassinated. In the municipality of Coacalco de Berriozábal, State of Mexico, the chief commissioner was shot in the back while shopping for food in the company of family members, according to reports released by the authorities and the video circulating on social networks of the cowardly murder of the police chief.
For some years now, it has been known that the work carried out by the intelligence area of the Secretariat of Citizen Security of Mexico City has led to the capture and arrest of dozens of alleged criminals linked to organized crime groups operating in the metropolitan area of Mexico City, the State of Mexico and Morelos.
Among the most notorious criminal groups are the Rodolfos, the Tepito Union, the Anti Union, the Tláhuac Cartel, the Molina and the Canchola, local groups linked to large criminal organizations such as the Pacific Cartel (Sinaloa) and the Jalisco New Generation Cartel (CJNG). The arrests of suspected criminals, as well as the seizure of drugs, weapons, vehicles and money, were largely generated in the intelligence areas of the Secretariat of Citizen Security of Mexico City, who followed up on all the field and cabinet work, processing the information, following up and verifying the data in order to carry out effective operations that resulted in high-profile arrests and seizures that undermined the operational capacity of criminal groups operating in the city.
The results were public and visible, as the number of high-impact crimes in the city was significantly reduced. This situation generated discomfort among criminal groups, to the point of making an attempt on the life of the head of the Secretariat on that not so distant June 26, 2020. On that occasion, three people lost their lives, and days later it was learned that the attack had been ordered by the Jalisco New Generation Cartel, in retaliation for the operations of the Secretariat against criminal groups associated with the cartel. Specifically because of the drug shipments seized in large quantities by the Mexico City police.
From that moment on, the intelligence areas of the city government and at the federal level, knew and were aware of the interest of criminal groups to dismantle and penetrate the intelligence group of the Secretariat of Citizen Security of Mexico City.
Appropriate security measures were taken to protect all personnel working in the intelligence areas, from activating the counterintelligence areas and working hand in hand with the National Intelligence Center to the Secretariat of the Navy, which yielded good results.
Although the details were not disclosed, many criminal operators of the criminal groups in the City were arrested, who sought, at the time, to attack the police operators of all the intelligence areas, even operating with some investigative police officers of the City Prosecutor’s Office.
The murder of Commissioner Milton Morales Figueroa cannot go unpunished, it is an obligation for his colleagues to investigate and arrest those responsible, but it is even more important to understand where prevention failed, given that it’s notorious that there was a monitoring of the Commissioner’s activities.
The criminals knew exactly his schedule and movements, they knew when he was vulnerable and where they could carry out the attack more effectively, without ruling out possible leaks of information from his close team or even complicity of municipal or state police of Coacalco and the State of Mexico.
It was not a coincidence to carry out the murder on that day and at that time, they had knowledge of the area, the schedules and location of the municipal and state police, as well as the escape route that curiously was not monitored by cameras of the Command Center, known as C4, this facilitated the escape of the killers.
Finally, the murder of Commissioner Milton Morales Figueroa is an attack on all of the country’s police forces, especially Mexico City’s and its former and incoming Secretary of Security and Citizen Protection, Omar Garcia Harfuch. Criminal groups do not carry out high-profile homicides at random and without considering the consequences to come. It was planned that Commissioner Milton would be part of the working structure of the Federal Security Secretariat, carrying out high-profile intelligence work, generating information that would give tangible results as he did for years in Mexico City.
What this unfortunate and cowardly murder makes clear is that criminal groups are preparing for what is to come and will try by all means to go against the closest group of the next Secretary of Security and Citizen Protection so that he doesn’t have the opportunity to replicate the good results he had in Mexico City.
Knowing Omar, this will only make him redouble his efforts and increase the security of his internal work group, the strategy is very clear, to go after the generators of violence of crimes that have a direct impact on society, such as extortion, extortion, extortion, homicide, organized crime, kidnapping, which affect the daily lives of all citizens.
I do not know who wants to be a policeman, military, marine or national guard in our country, they go out to risk their lives and freedom every day, without legal guarantees, with an organized crime empowered and protected by the same laws, as second-class citizens, with laws that prevent them from using legitimate force, with miserable salaries and all for serving their country. Without them, the criminals would already be the owners of everything, that is why, although I don’t understand them, I admire and respect them, because thanks to all of you, we have a light of hope every day.
