A narcomanta signed by La Chapiza was hung Tuesday from the vehicular overpass at Carretera Internacional México 15 and Avenida Óscar Pérez Escobosa, directly in front of Plaza Acaya at the northern entrance to Mazatlán.
The message does not dance around its target. It names two Mexican Army commanders—Brigadier Generals Fernando Lima Cuauhxóchitl and Julio César Islas Sánchez—and accuses them of working with the MF faction.
The banner claims the generals are refusing to carry out operations against Mayiza members in El Quelite, El Habal and La Noria. It then accuses security forces of killing innocent people and points to the shooting of members of a soccer team as an example.

These generals are saying that they will not carry out operations against the MF pigs, and they are not going into the communities of El Quelite, El Habal and La Noria.
