Jorge Milton Cifuentes Villa, better known as ‘Jota’, was a well-known Colombian drug trafficker who became a Mexican citizen after spending many years in the country. For most of this time, he was one of the operators of Joaquín ‘El Chapo’ Guzmán and Ismael ‘El Mayo’ Zambada, with whom he was tasked with multiple missions, such as importing cocaine from South America to the north.
Cifuentes, who in the mid-90s fled from Ismael Zambada for killing his boss ‘Robachivas’, returned to work for him in 2003, apparently after resolving their differences, which is why a year later he was given an important task.

The Sinaloa Cartel appointed him as responsible for the operation with the Pemex ship, in which they would apparently transport large quantities of cocaine, ensuring that the shipment arrived without any inconvenience.
The Colombian drug trafficker, Jorge Cifuentes, who had been helping his father load trucks with contraband since the age of four, was one of the leaders in the operation with the Pemex ship. He had returned to work with “El Mayo” in 2003, despite the fact that he had brutally murdered his former boss, “Robachivas”, in 2007. At that time, Jorge Cifuentes was the representative of the Sinaloa Cartel in Ecuador and arranged for shipments of cocaine from that country. As he was on the Pacific side, the shipments went directly to Sinaloa. During that time, the drugs were mainly bought from the FARC, as stated in Anabel Hernández’s book.

After his work on board of a Pemex ship, Jorge Cifuentes became the representative of the Sinaloa Cartel in Ecuador in 2007. Ecuador is a country located on the Pacific side, making it easier for drugs to reach the state of Sinaloa without having to go through other states.
At the meeting with representatives from Mexican Petroleum Company, Jorge Cifuentes, as one of the main operators, had to make an appearance, accompanying Joaquín Guzmán and Ismael Zambada, as well as another operator known by the nickname ‘Capi Beto’.
“At that meeting, my father, my ‘compadre’ Chapo, Jorge Cifuentes, me, representatives from Pemex, representatives from politicians, and ‘Capi Beto’ were present. By that point, I had already sent ‘Capi Beto’ to take a photo of the Pemex ship that they wanted to show us, to see that there was trust and that the politicians were willing to let us use the ship,” stated ‘El Vicentillo’ in Anabel Hernández’s book.
