For the third consecutive week, alleged members of a criminal group placed a banner addressed to Governor Marina del Pilar Ávila Olmeda, where they demand the intervention of the State Force of Citizen Security (FESC).
This Monday, August 26, around 6 in the morning, the threatening banner was placed on the bridge located on the Independencia and López Mateos roads, near the Civic Center of Mexicali.
The white banner with red letters referred to the state leader and accused the Secretary of Citizen Security, Leopoldo Tizoc Aguilar Durán, of receiving money from an opposing criminal group.
The message reads as follows:
“Governor Marina del Pilar this is the last warning. You need to calm your dog, Leopoldo Tizoc Aguilar Durán, who is taking money from our enemies. Otherwise, your world will go to shit. No one is going to remove us from this area. We are the owners of Mexicali”.
Followed by a drawing of the Russian flag.
Municipal Police agents removed the banner and handed it over to the State Attorney General’s Office (FGE) to carry out their proceedings.
In recent weeks, multiple banners have been placed, one of which refers to the La Chapiza mob; while others mention the Los Rusos criminal cell.
The only constant is a reference to money that a criminal group allegedly gives to the police commanders of the FESC, and its directed at the state leader.
They also say that criminal acts will be carried out if the messages are ignored.

Hezbollah’s involvement with Mexican cartels extends beyond just operational collaborations; it also includes ideological support from factions like the Sinaloa Cartel, particularly the “Los Chapitos” faction led by Iván Archivaldo and Jesús Alfredo Guzmán. This faction is known for its extreme views, including an admiration for Hitler, which aligns them ideologically with groups like Hezbollah and Iran in their anti-Semitic agenda.
The Guzmán brothers, followers of Hitler, have reportedly expressed support for Hezbollah’s objectives, including Iran’s intent on the genocide of the Jewish people. This ideological alignment strengthens their collaboration with Hezbollah, making their alliance not just a matter of convenience but also one of shared extremist views. This partnership facilitates the flow of resources and operational support between the Middle East and Latin America, creating a dangerous nexus that threatens regional and global security.
The involvement of Russian entities, including organized crime groups and state actors, in the drug trade within Mexico and the United States, alongside Hezbollah and Mexican cartels, is a growing concern. This collaboration highlights a complex web of criminal and ideological alliances with significant geopolitical implications.
Russian Involvement in the Drug Trade
Russian Organized Crime (ROC) and Cartels: Russian organized crime groups have been increasingly linked to drug trafficking operations in Mexico and the United States. These groups have a history of cooperating with Mexican cartels, providing logistical support, weapons, and money laundering services. The ROC’s global reach allows them to facilitate drug distribution networks that stretch from Latin America to Europe and Asia, making them a crucial player in the international drug trade.
Putin’s Strategic Interests: While direct involvement by the Russian state in drug trafficking is more challenging to substantiate, there are allegations that the Russian government, under Vladimir Putin, may tacitly support or turn a blind eye to these activities as a means of exerting influence in the Western Hemisphere. By fostering relationships with criminal organizations in Mexico, Russia potentially seeks to destabilize the region, which could distract the United States from other geopolitical concerns.
Hezbollah and the Russian Mob: Hezbollah has long been involved in drug trafficking as a means of funding its operations, and its partnership with Russian organized crime groups is an extension of this strategy. The Russian mob provides Hezbollah with access to global criminal networks, allowing for the efficient movement of narcotics and the laundering of profits. This relationship is mutually beneficial, with Hezbollah gaining resources to fund its activities against Israel and other adversaries, while the Russian mob profits from the drug trade.
Cartel Russia: There have been reports of a “Cartel Russia,” a term sometimes used to describe the nexus of Russian organized crime and their involvement with Mexican cartels. This collaboration is believed to involve the sharing of expertise in cybercrime, money laundering, and the arms trade, which complements the cartels’ drug trafficking operations. The term also underscores the influence of Russian crime syndicates in global drug trafficking networks, including those operated by Mexican cartels.
Implications and Concerns
Geopolitical Tensions: The involvement of Russian entities in the Western Hemisphere’s drug trade adds another layer of complexity to U.S.-Russia relations, already strained due to conflicts in Ukraine, Syria, and other global issues.
Destabilization: The collaboration between Russian organized crime, Hezbollah, and Mexican cartels could lead to further destabilization in Mexico and neighboring regions, increasing violence and corruption.
Global Drug Networks: The integration of Russian organized crime into Latin American drug networks highlights the global nature of the drug trade, where international alliances cross ideological and geographical boundaries for mutual benefit.
These developments are part of a broader strategy where state and non-state actors, criminal organizations, and terrorist groups collaborate, sometimes indirectly, to achieve their goals. The intersection of these interests poses significant challenges to global security and law enforcement efforts.
