At the beginning of 2024, the Supreme Court of Justice of the Nation (SCJN) announced that Carlos Manuel Hoo Ramirez, who was the former secretary and bodyguard of Joaquín “El Chapo” Guzmán, had filed for an amparo (writ of protection) to request a review of his sentence. Despite the efforts of El Cóndor, as the man is also known, the highest Court of Justice upheld his sentence.
During Wednesday, January 24, the resolution of the Supreme Court of Justice was revealed, confirming the sentence against El Cóndor, who was convicted for his involvement in organized crime activities.
Margarita Ríos Farjat was the minister in charge of reviewing the protection order of El Cóndor, and the ministers voted unanimously to dismiss the request for review of the protection order requested by El Cóndor, which had the code 5171/2023. It is worth mentioning that Hoo Ramírez was captured along with El Chapo on February 22, 2014 when both individuals were in the Miramar condominium in the city of Mazatlán.

While El Chapo managed to escape (and was subsequently recaptured in January 2016), Manuel Hoo Ramirez was sentenced to 10 years in prison at the end of September 2017 and a judge also imposed a fine of 250 days.
It was last January 8th when the SCJN (Supreme Court of Justice of the Nation) reported on the actions promoted by the man who was close to Guzman Loera, some reports indicate that Carlos Manuel Hoo was a man who always followed the boss to various places.
However, El Cóndor sought to challenge Article 41 of the Law against Organized Crime, as it argued that said article would violate the rights of hearing, defense, contradiction, and due process when it “authorizes the use of final judgments delivered in criminal proceedings in which the defendant was not part of,” the SCJN explained.

In other words, Hoo Ramirez was looking for the evidence presented in the trial against El Chapo to not affect him.
According to reports from US authorities, the capture of El Chapo relied on intelligence information regarding Hoo Ramirez. Investigators from Mexico, with the assistance of US agencies, tracked a cellphone to a safe house in Culiacán, which was linked to El Condor. This event led to several arrests that ultimately resulted in the arrest of El Chapo.
It is worth noting that Carlos Manuel Hoo was part of the Grupo Aeromóvil de Fuerzas Especiales (Special Forces Airborne Group, GAFE) of the Army, but later maintained links with the criminal group. In the year 2000, Hoo left the military institution, citing family matters, but according to Edgar Manuel López Osorio, also known as El Picudo, who was another former member of the Army and part of Guzmán Loera’s inner circle, Hoo was recruited by the Sinaloa Cartel.
Due to his experience, he was in charge of communications, while El Chapo had just escaped from the Puente Grande prison in Jalisco. When Hoo Ramirez was arrested, he was carrying two long weapons, two short ones, more than 150 bullets, as well as a 40-millimeter grenade launcher, loaded with a grenade. Mexican authorities detailed that at the time of his capture, El Cóndor presented himself as the “secretary” of the drug lord and had held that position for the last three years.
On his part, Guzmán Loera is confined in the maximum security prison of ADX Florence in the United States, a place from which no one has been able to escape.
