Jalisco’s Electoral Vulnerability: The CJNG Influence
The circumstances faced by the state of Jalisco make it likely that the criminal group Jalisco New Generation Cartel (CJNG) will seek to take advantage of the elections in the region to maintain control, warns a report on political violence carried out by Intelia Consultores.
The report, dated February 2024, states it can be read that the criminal group led by Nemesio Oseguera Cervantes, “El Mencho”, maintains significant control in the territory governed by Enrique Alfaro, as according to what was published by the consulting firm, the criminal group operates in approximately 80% of the territory.
Jalisco is a state with very high risk. In this state, the Jalisco New Generation Cartel (CJNG) maintains control of approximately 80% of the municipalities in the state, where they manage all kinds of economies through plaza bosses.

CJNG will take advantage of the municipal elections to maintain its hegemony in the central area of the territory and impose itself on the borders, as stated in the report.

However, the report indicates that the specific case of Jalisco is relevant due to the combination of various factors that lead it to be classified as a “very high risk” entity, according to the methodology used by Intelia.
Among the listed factors, a “weak” rule of law was identified, as well as the interest of criminal groups in territories useful for their criminal activities and the need to “co-opt governments” to have an advantage over other criminal groups.

In addition, the report presents a map in which, in addition to Jalisco, it can be seen that several states are identified in the “very high risk” category, which is Colima, Michoacán (which border Jalisco), as well as Guerrero, and Chiapas.
