José Alejandro Vega Flores, known as ‘The Shark’, is a former policeman who was last seen on February 24, 2024. Almost a month later, he reappeared in a video surrounded by alleged members of the Operation Broom of the Jalisco New Generation Cartel (CJNG).
The recording, spread on social media, reproduced a threat from the criminal group towards the governor of Puebla, Sergio Salomón Céspedes, and the public security officials working in his administration.
“It is made known to the governor that the main scoundrels are found among the police commanders at all levels,” accuses the messenger of the group of hitmen at the beginning of their message.
In the following part of the statement, the hooded figure issued a warning against elements of the Police and revealed that the CJNG would be responsible for the homicide of former police officer Adán Montes Rosales.
This is for you, police commanders. Stop cooperating with rats and independent groups, because if you don’t, you will end up like Adán Rosales in Periplaza for being involved in robbery of transportation and trafficking of migrants.” The spokesperson of the gang says while his companions hold high-caliber weapons.

Montes Rosales was a state police officer who, at the time of his death, was suspended from the institution due to being under investigation for his alleged ties to criminal groups.
On the afternoon of March 26, he was taken hostage by armed men, who murdered him and left his body in the vicinity of the Periplaza shopping center in the city of Puebla.
Towards the end of the video, the hitmen head towards the governor to tell him that if he does not take action, they will take care of assassinating the agents accused of alleged illicit activities. Likewise, they demand that José Alejandro Vega Flores – who they have held down on the ground – say his name to show that he is still alive more than a month after his disappearance.
According to unofficial reports, Adán Montes was identified as a supposed member of the so-called Gamboa Cartel, comprised of state police officers – both active and discharged – that emerged in mid-2021, during the administration of Miguel Barbosa.
This is a group of agents from the so-called Special Group for High-Impact Crimes (GEDAI) baptized under the name of Saúl Gamboa Condado, former commander of the Ministry of Public Security (SSP), who was fired after the public announcement of this group.
