We also inform you that, in coordination with the Secretariat of Security and Citizen Protection and the Attorney General’s Office, personnel from the Navy arrested Carlos César Cruz Muñoz, alias “El Semáforo” o “El Señor de las Luces””N”—in Tuxtepec, Oaxaca.
He is alleged to be a regional leader of a criminal group. Ana Gabriela “N,” identified as an alleged logistics operator, was also arrested. Carlos “N” held the second-highest position within the criminal structure, succeeding Iván “N”—alias “Tanque” (The Tank)—who was arrested on October 5 in Zapopan, Jalisco.
The Navy stated that this operation follows the arrest of 16 other suspected members of this group in Veracruz and Oaxaca—part of coordinated efforts to weaken criminal structures and enhance security for Mexican families.
The individuals arrested have been identified as Carlos César Cruz Muñoz (also known as “Sema,” “El Semáforo,” or “Señor de las Luces”) and Ana Gabriela Aguilar Ávalos. During the operation, authorities seized illicit substances, weapons, and grenades, as well as four vehicles, six motorcycles, two all-terrain vehicles (ATVs), and one property.
The estimated value of these assets totals 8,837,000 pesos. Both detainees were transported by a naval helicopter from Tuxtepec, Oaxaca, to the naval air base in Veracruz; from there, they were flown to Mexico City and placed at the disposal of the Public Prosecutor’s Office, which will determine their legal status and compile the corresponding investigative file.
