The proposal from Republican senators in the United States (US) to capture or kill the leaders of the Jalisco New Generation Cartel (CJNG) led to questioning whether this organization is larger and more dangerous than the Sinaloa Cartel, its main rival.
For Senator Tom Cotton, who presented the “Initiative to Neutralize the Jalisco Cartel” – the organization led by Nemesio Oseguera Cervantes, aka ‘El Mencho’, is the most “dangerous” and “brutal” operating in Mexico currently, due to their use of violence to expand their criminal business.
Eduardo Guerrero Gutiérrez, a security specialist and director of the firm Lantia Intelligence, shares this same position. In an interview with Carmen Aristegui, he stated that the CJNG has surpassed the Sinaloa Cartel regarding territorial expansion and operational capacity.
“He was already passed on the left a while ago. The Sinaloa Cartel was left diminished,” Guerrero Gutierrez indicated about the expansion of the CJNG throughout the Mexican territory.

He argued that the above is due, in part, to the fact that the Sinaloa Cartel does not like to be identified as a violent organization. Therefore, the security expert explained that they prefer to maintain a low profile and use armed forces to combat their rivals in other parts of the country.
Eduardo Guerrero pointed out that the “four-letter cartel” has innovated in the drug trafficking war by implementing underground mines and drone attacks. It’s worth noting that there is even a special unit for handling these unmanned aerial vehicles, known as “Drone Operators”.
Likewise, he explained that he has many criminal activities in addition to drug trafficking, such as extortion, “floor fee” collection, and fuel theft (also known as “huachicol“). This is compounded by the disputes he maintains with other rival groups.

“(The CJNG) is an organization that simultaneously maintains a war with 53 different organizations throughout the country,” reported Gutierrez. For example, he mentioned the state of Guanajuato, where they have been in dispute with the Santa Rosa de Lima Cartel (CSRL) for approximately five years.
Therefore, Gutierrez classified the CJNG as a “highly perfected organization”, given that it has a high capacity for intimidation and provoking terror, while at the same time attempting to cultivate a social base through periodic distribution of food supplies.
A report from the security firm Global Guardian mentions that the CJNG has a presence in more than half of the Mexican territory, as it operates in 26 of the country’s 32 states. The entities in which it maintains control are: Baja California Sur, Nayarit, Querétaro, Colima, Aguascalientes, and Jalisco.
The other states where they carry out their criminal activities are: Baja California, Sonora, Chihuahua, Coahuila, Tamaulipas, Sinaloa, Zacatecas, San Luis Potosí, Veracruz, Guanajuato, Hidalgo, Puebla, Mexico State, Michoacán, Morelos, Guerrero, Oaxaca, Chiapas, Tabasco and Quintana Roo.
