“Marcelino Ruiz Esteban, former mayor of Atlixtac, Guerrero from 2018 to 2021, and his wife, Guadalupe Guzmán Cano, state council member of the Party of the Democratic Revolution (PRD), were shot and found inside a white Toyota Tacoma truck around 9:00 pm on January 24, 2024, near the community of Atempa, on the Chilapa de Álvarez-Tlapa de Comonfort highway.”
The Attorney General’s Office (FGE) of Guerrero reported that it opened an investigation for the crime of homicide by firearms. Elements of the Ministerial Investigative Police (PIM) and Forensic Services of the state justice prosecution institution, went to the scene of the incident to carry out the initial investigations.
“This Public Prosecutor’s Office initiated an Investigation File for the crime of Homicide by Firearm against whoever is responsible, for the aforementioned crime committed against Marcelino ‘N’ and Guadalupe ‘N’, in relation to the events that took place on January 24 of the current year on the Chilapa de Álvarez-Tlapa de Comonfort highway,” stated the Guerrero Prosecutor’s Office in a statement.
On its end, on their account of social network X, the PRD of Guerrero expressed their condolences and demanded justice for the death of the couple. Alberto Catalán Bastida, president of the State Executive Committee of said party, notified that they supported the relatives of Ruiz Esteban and Guzmán Cano.
“Today, in front of the media, we take a position on the change of leadership in the security secretariat, with a protocol event, as if it were something worthy of recognition or of feeling proud, when we all know that it is the result of their incompetence and all the mistakes committed by the Guerrero Government,” wrote Catalán Bastida on their Facebook social media account.
Ruiz Esteban served as mayor of Atlixtac for two constitutional terms and wanted to run for mayor of the same municipality. Meanwhile, Guzmán Cano was a candidate for mayor of Atlixtac in the 2021 elections.
“Meanwhile, the state continues to suffer the consequences of violence. Yesterday, our colleagues from the PRD, Marcelino Ruiz Esteban and Guadalupe Guzmán Cano, were tragically killed, for whom we demand justice! Enough with impunity,” stated the president of the state’s PRD Executive Committee.
On January 25, 2024, Brigadier General Rolando Solano Rivera was designated as the new head of the State Public Security Secretariat (SSP), following the resignation of Captain Evelio Méndez Gómez.
Governor Evelyn Cecia Salgado Pineda administered the oath to Solano Rivera, accompanied by Rosa Icela Rodríguez Velázquez and Luis Cresencio Sandoval González, heads of the Secretariats of Public Security and Citizen Protection (SSPC) and National Defense (SEDENA), respectively.
The ceremony was also attended by the head of the General State Prosecutor’s Office (FGE), Sandra Luz Valdovinos Salmerón, Senator Félix Salgado Macedonio, and the head of the General Government Secretariat, Ludwig Marcial Reynoso Núñez.
On the same day, it was announced that residents of the indigenous community of José Joaquín de Herrera, in the municipality of Ayahualtempa, presented 15 boys and five girls as part of the Community Police.
The minors attended an assembly held by the representatives of the Regional Coordinator of Community Authorities of the founding peoples (CRAC-PF) and the Traditional Council of the Nahua Government.
