Tamaulipas's former health secretary, Gloria Molina Gamboa, alleges that former governor Francisco García Cabeza de Vaca directed contracts to companies linked to Sergio Carmona. Cabeza de Vaca denied involvement, according to a September 15 report by Nuevo Laredo TV.
Molina, who said she served as health secretary from 2017 to 2022, made the allegations in a video shared on social media. She said she is facing criminal complaints over contracts signed during that administration and wants investigators to examine who made the decisions.
She alleged that instructions to award work and service contracts to Grupo Industrial Permart and Joser came from the governor through the undersecretariat of administration and finance. Molina described the contracts as reflecting economic and political commitments. She said she would accept whatever responsibility applies to her but objected to blame being concentrated on subordinate officials.
According to Nuevo Laredo TV, Cabeza de Vaca rejected the accusations in an interview with journalist Salvador García Soto. He said he did not know Carmona and alleged that Molina was under pressure to connect him to the businessman.
The former governor also claimed his administration had investigated fuel-related corruption and shared information with U.S. agencies. Those assertions and Molina's account remain competing claims in the report.
