Both accolades were bestowed during the administration of Andrés Manuel López Obrador—an administration in which Penilla Rodríguez was a close associate and trusted confidant of several members of the MORENA party.
These are just a few highlights from the eclectic and contradictory résumé of attorney Juan Pablo Penilla Rodríguez—one of the targets recently hit with sanctions by the U.S. Department of the Treasury.
Penilla Rodríguez—along with two casinos and five other individuals (including alleged activist Jesús Raimundo Ramos Vázquez)—was directly implicated by the Treasury Department’s Office of Foreign Assets Control (OFAC) for participating in a network involving money laundering, fentanyl trafficking, and criminal control along the U.S.-Mexico border.
All of these activities were allegedly orchestrated by the Northeast Cartel. The OFAC report places the attorney in a position of genuine criminal power, identifying him as the individual directly responsible for enabling “El Z40″—even while incarcerated—to continue conducting business with other organized crime associates and the leadership of the Northeast Cartel.
The casinos blocked by the Department of the Treasury are “El Diamante,” based in Tampico, and “El Centenario,” located in Nuevo Laredo, Tamaulipas. The latter was identified as a staging point for fentanyl pills and cocaine, as well as a torture center for the cartel’s enemies. These are the two worlds inhabited by members of organized crime—honored by the Mexican government, yet pursued and sanctioned by that of the United States.
