Jorge Armando ‘N’ was transferred under heavy security to the federal prison located in the State of Mexico, after giving his statement to the Michoacán State Attorney General’s Office.
Jorge Armando ‘N’, alias ‘El Licenciado’, was finally transferred to Federal Social Rehabilitation Center No. 1, better known as El Altiplano, after giving his statement to the Michoacán State Attorney General’s Office (FGE).
The transfer was by land, under heavy security provided by the Navy, the Army, the Ministry of Security and Citizen Protection, and the National Guard, which accompanied him for part of the journey.
‘El Licenciado’ is accused of homicide, sources consulted by MILENIO confirmed. Just last night, the Attorney General’s Office (FGE) executed the arrest warrant against him.
Jorge Armando ‘N’ is one of the masterminds behind the murder of Carlos Manzo, mayor of Uruapan, which occurred on the night of Saturday, November 1.

Following an investigation, he was captured on November 18 at 4:00 p.m. inside a tenement in the San Juan neighborhood, in the heart of downtown Morelia.
From that moment, he was taken to the Michoacán Attorney General’s Office where he gave his statement, and last night he left the facilities in a Black Mamba Sandcat armored vehicle.

Omar García Harfuch Confirms Arrest of “El Licenciado”
The Secretary of Security and Citizen Protection, Omar García Harfuch, announced a few days ago the arrest of one of the masterminds behind the murder of Carlos Manzo. The detainee was identified as Jorge Armando “N,” alias “El Licenciado.”
His arrest was made possible after the analysis of phones, messages, and videos that revealed the complete structure of the criminal group involved in the attack.
During the press conference, Harfuch mentioned Ramiro “N,” another alleged accomplice, who was part of a messaging group in which, under “El Licenciado’s” orders, they planned the attack against the mayor.
Who is “El Licenciado”?
Jorge Armando “N,” alias “El Licenciado,” was identified by authorities as one of the masterminds behind the death of Carlos Manzo, the mayor of Uruapan.
The investigation indicated that Jorge Armando ‘N’ was linked to a criminal cell, which in turn was connected to the Jalisco New Generation Cartel (CJNG).
The lawyer held a leadership position, as he was the one who issued the instructions for carrying out the execution.
Chronology of the assassination of Carlos Manzo
On November 1, 2025, at approximately 8:10 p.m., while Day of the Dead celebrations were taking place in Uruapan, Mayor Carlos Manzo was attacked with a firearm.
According to reports, he was shot six times. One of the assailants was killed at the scene; two other people were arrested.
The mayor was transported alive by ambulance to Fray Juan de San Miguel Hospital, where he died hours later.
Recently, the governor of Michoacán, Alfredo Ramírez Bedolla, reported the discovery of two bodies related to the assassination of the mayor of Uruapan.
The bodies were located on Monday, November 10, in the Uruapan region. One of them, identified as Josué ‘N’, a 16-year-old from the area, was found on the Uruapan–Paracho highway, near the indigenous community of Capacuaro. The second body is that of an adult who hasn’t yet been identified and was found by residents in the same area, who alerted the authorities.
