The Drug Enforcement Administration (DEA) identifies the Jalisco New Generation Cartel (CJNG) as one of the largest criminal organizations in Mexico, having around 18,000 members deployed in more than 100 countries.
The territorial expansion of the “four-letter cartel” goes hand in hand with the disputes it has with other criminal organizations, such as the Sinaloa Cartel and the Santa Rosa de Lima Cartel (CSRL), mainly.
The information about the presence of the CJNG in Mexico varies according to sources. The DEA estimates that they operate in 21 states, while a research conducted by AC Consultores indicates that the organization led by Nemesio Oseguera Cervantes, also known as ‘El Mencho’, maintains activities in 28 states of the Republic.
However, the American security firm Global Guardian states that the CJNG operates in 26 out of the 32 states, according to a report presented by their Intelligence Director, Michael Ballard, on January 9, 2023.

According to the map presented by Global Guardian, the organization of ‘El Mencho’ has a significant presence in: Baja California, Sonora, Chihuahua, Coahuila, Tamaulipas, Sinaloa, Zacatecas, San Luis Potosi, Veracruz, Guanajuato, Hidalgo, Puebla, State of Mexico, Michoacan, Morelos, Guerrero, Oaxaca, Chiapas, Tabasco, and Quintana Roo.
Meanwhile, the entities dominated by the CJNG are: Baja California Sur, Nayarit, Queretaro, Colima, Aguascalientes, and Jalisco (its main stronghold). That’s why it also has influence in the ports of Manzanillo and Lázaro Cárdenas, where the largest amount of drugs and chemical precursors arrives.
In that sense, the only states where there is no record of the CJNG, according to the American firm, are Durango, Nuevo León, Mexico City, Tlaxcala, Campeche, and Yucatán.
Regarding this, it is worth making a couple of clarifications. In journalistic records, it has not been reported that the CJNG maintains operations in Sinaloa territory, given that this state is the main stronghold of the Sinaloa Cartel. On the contrary, it has been proven that the organization led by ‘El Mencho’ is present in Mexico City. One of the most remembered events is the attack against the former head of the capital’s police, Omar García Harfuch, carried out in June 2020.

In 2023, Global Guardian presented its Global Risk Assessment, which included a map of the areas where the CJNG maintains armed conflicts with other groups such as the Sinaloa Cartel, CSRL, and Los Zetas.
Due to his involvement in drug trafficking, such as fentanyl, the United States Government is offering a reward of up to USD 10 million in exchange for information leading to the capture of ‘El Mencho’, a drug dealer whose whereabouts are unknown.
