“In recent days, in the streets of Ciudad Victoria, Tamaulipas, unidentified individuals put up a banner demanding that the authorities put more effort into the criminal process against José Alberto García Vilano, also known as ‘La Kena’ or ‘Ciclón 19’, identified as the leader of the Escorpión Group of the Gulf Cartel.”
Without the sender of the message identifying themselves, the text was addressed to the governments of the United States and Mexico, specifically to the Federal Judiciary Council (CJF) of the latter.
“Through this letter, the people of Mexico ask that you supervise the judge or judges who are handling the trial of José Alberto García Vilano, also known as La Kena or Ciclón 19, and that the prosecutors put more effort into their work,” could be read in the first lines.
The pronouncement, apparently, stemmed from a rumor that judicial authorities were considering the possibility of omitting any process for the crime of organized crime “and thus seek their freedom.”

It is worth remembering that ‘La Kena’ became a top target for the Tamaulipas Government in March 2022, when they offered a reward of two million 500 thousand pesos for her capture due to her apparent involvement in the crime of kidnapping.
“We know that Mexico is infested with corruption and that is why the people feel vulnerable with the decisions of those who lead the administration of justice,” added the banner that was placed on a metal fence.
In addition, the text referred to an apparent order for ‘La Kena’ to be taken out of the Altiplano Prison in the State of Mexico and sent to the Federal Social Reintegration Center (Cefereso) No. 2 ‘Northeast’ in the city of Matamoros, the operational base of the Scorpion Group.
“It is also known that the transfer of La Kena to the state prison of Matamoros has already been ordered, and that her escape is being planned from there,” warns the message.
Due to such possibilities, the people who drafted the text asked the corresponding institutions “to keep him detained in the Altiplano prison and to expedite his extradition process, so that this person stops causing harm to the people of Mexico.”
García Vilano attracted the attention of the US Government after his criminal cell, Los Escorpiones, carried out the kidnapping of four American citizens in March 2023 in Matamoros.
