Senator Tom Cotton, from Arizona, and Representative Morgan Luttrell, from Texas, presented, on February 12, 2024, in the United States Senate and House of Representatives, respectively, a reform initiative titled “Jalisco Cartel Neutralization Act”, which, if approved, would require the United States Department of Defense (DoD) to report to the US Congress every 90 days regarding its efforts to “capture or kill the leaders” of this organized crime group, considered “the most brutal and dangerous operating in Mexico”.
Both American legislators stated, in their statement of reasons, that said Cartel -whose leader is Nemesio Rubén Oseguera Cervantes, also known as “El Mencho”-, was a “bloodthirsty organization that is fueling the worst drug crisis in the history of the United States.”
“Mexican drug cartels continue to kill Americans at a rate higher than any other terrorist group in history. Even by cartel standards, the Jalisco New Generation Cartel is particularly violent,” said Senator Cotton, in the three-page initiative.”
“And it represents a direct threat to the security of Americans in border states and beyond. It is time for the [administration led by Joseph] Biden to develop a strategy for holding these killers accountable,” insisted the Republican senator from Texas, who served in the US Army for five years.”
“Our border is being exploited by cartels, as they run one of the largest human and drug trafficking operations in the world, putting every corner of the United States at risk,” emphasized Congressman Luttrell, a member of one of the United States Navy’s Sea, Air, and Land Teams (SEALs).
“The Jalisco Cartel, the most dangerous criminal organization in Mexico and the second most powerful drug cartel, must be identified and dismantled to protect the American people. This legislation makes it clear that the Jalisco Cartel cannot continue to operate boldly at our border and that the United States military must be ready to confront and eliminate the Jalisco Cartel if it is determined that the best course of action is to use the Armed Forces of our great country,” added Luttrell.
In order to be approved, the initiative would have to first go through a review in the committees of both chambers, before it could pass to the Floor of the U.S. Congress. Currently, the Republican Party only has control of the lower House. However, this is the second initiative presented by Luttrell in relation to the cartels.

In early February 2024, the congressman from Arkansas unveiled another bill to combat the influence of Mexican cartels and organized crime groups. “The Law to Defend Our Borders from Armed Invaders” would allow the United States National Guard to use lethal force against individuals who crossed armed into the country.
