FGR file includes testimony invoking Andy López Beltrán in fuel-smuggling case
A ministerial statement in a federal investigation refers to Andy López Beltrán in connection with alleged efforts to release a vessel carrying illicit fuel, Azteca Noticias reported. The report followed the arrest of retired Navy captain Miguel Ángel Solano Ruiz, known as “El Capitán Sol.”
According to Azteca Noticias, the document was revealed by investigative journalist Arturo Ángel and contains testimony from a protected cooperating witness about an inspection of the Torm Agnes at Guaymas, Sonora. The testimony alleges that Solano said arrangements had been made at a central level to release the vessel and allow fuel trucks to leave, invoking Andy López Beltrán’s name.
The report said the witness described phone calls intended to prevent federal authorities from seizing the vessel after customs personnel flagged irregularities in hydrocarbon samples. It also quoted the statement as saying Solano referred to speaking with his superiors and the Navy secretary about an “Andy” matter.
Azteca Noticias reported that the FGR initially rejected the existence of direct allegations against López Beltrán, while the file nevertheless contained the witness testimony described in the report. The document and its allegations require attribution and do not establish wrongdoing by López Beltrán or Solano Ruiz.
