Sedena Knew That The Sinaloa Cartel Had Been Producing Fentanyl At Least Since 2020, According To Leaked Documents.

Internal documents from the Secretariat of National Defense (SEDENA) were recently leaked by the collective Guacamaya. These documents were then incorporated into a study by the NGO Elementa DDHH. The study reveals that since 2020, SEDENA has been aware of the production of fentanyl in Mexico by drug trafficking cartels.

The report, titled “X-ray of the ban: drug policy in Mexico 20218-2024,” contains a report from the Southeast Regional Intelligence Fusion Center (Cerfise). This report details the operation of a clandestine laboratory in Northwest Mexico, specifically in an area controlled by the Sinaloa Cartel. The laboratory is dedicated to the weekly production of approximately 20,000 doses of this synthetic opioid.

The Sedena acknowledges that the production of fentanyl is taking place in the north of the country and warns about the possible entry of chemical precursors that would facilitate the manufacture of said substance, according to the report.

The investigation by Elementa DDHH, an organization focused on human rights, feminism, and drug studies, exposes how this information contradicts the previous statements made by President Andrés Manuel López Obrador and Naval Secretary Admiral José Rafael Ojeda Durán, who denied the production of fentanyl in the country.

Although AMLO publicly denied the production of fentanyl in Mexico for years, the truth is that there was information showing the opposite,” the report states.

Specifically, during a morning briefing on March 9, 2023, López Obrador assured that fentanyl was not being produced in Mexico, a position that later changed when he admitted to the national production of the opioid.

This change of posture was confirmed in an interview where the president admitted that fentanyl is manufactured in the United States, Canada, and Mexico, pointing to chemical precursors from Asia as a fundamental part of the production process.

“It is a raw material that is brought from Asia. Yes, there are laboratories in Mexico, but that raw material is what is made here and Mexico is not the country that introduces the most fentanyl to the United States,” AMLO said at the conference on March 16th.

The report by Elementa DDHH also mentions the possibility that the massive influx of goods through the port of Veracruz and the Interoceanic Corridor of the Isthmus of Tehuantepec facilitates the introduction of chemical precursors necessary for the production of fentanyl.

The existence of these military documents challenges the claims of Mexican authorities. It highlights Mexico’s role in the international chain of production and distribution of fentanyl, pointing out the risk this entails for the increase of violence in key regions such as Culiacán, where internal disputes have arisen within the Pacific Cartel for control of the production of this substance.
