In a significant strategy change, the criminal organization led by Nemesio Oseguera Cervantes, ‘El Mencho’, the Jalisco New Generation Cartel (CJNG) has set its sights on the Valley of Mexico with the goal of establishing key control points.
After that decision, the alliance between Luis Eusebio Duque Reyes, ‘El Duque’ and Jorge Flores Concha, alias ‘El Tortas’, was born, with the latter being the leader of the Anti-Union Force, who wanted to remain relevant in the capital of the country.
On the other hand, Duque Reyes was the link for the arrival of those from Jalisco to Mexico City, which is why Flores Concha decided to end the conflict he had in order to establish a business relationship.
“Now, the goal of ‘El Mencho’s people’ is to control key points in the Valley of Mexico, set up offices from where they can direct local gangs dedicated to drug dealing, extortion, and establish relationships with local authorities. This has led to an alliance between ‘El Duque’ and ‘El Tortas’, which a few years ago would have seemed impossible,” reads in Antonio Nieto’s book ‘Narco of Mexico’.
The alliance between ‘El Duque’ and ‘El Tortas’, once considered unthinkable, highlights a period of transformation within criminal factions in Mexico.
Through this union, they seek to consolidate their presence and expand their influence in the region, taking advantage of the existing structure and establishing new operations that will allow them to efficiently manage drug trafficking and other forms of illicit income.
This development not only represented a tactical change, but also an emerging threat to security in the metropolitan area, demonstrating the adaptability and organization of these criminal networks.
The collaboration between ‘El Duque’ and ‘El Tortas’ indicated a possible reconfiguration of the criminal landscape, which could have significant implications for public security and the interaction between organized crime and local authorities.
According to journalist Antonio Nieto, in his book ‘Narcos de México’, ‘El Tortas’ was a partner of ‘El Avispa’ and ‘El Mira Aviones’, whom he allegedly ordered to carry out murders and kidnappings of people linked to ‘El Duque’ between 2015 and 2016. This led to a fierce conflict between them in the past.
“As is known, the latter was a partner of ‘El Avispa’ and ‘El Mira Aviones’, and during 2015 and 2016, he ordered killings and kidnappings of people associated with ‘El Duque'”, narrated the author.
