Rafael Caro Quintero, also known as the Narco of Narcos, suffered a new setback after a federal judge denied him an Amparo (legal protection) in which he seeks to avoid being transferred to another maximum security prison in the country.
Currently, the co-founder of the now-defunct Guadalajara Cartel is located in the Federal Center for Social Rehabilitation Number 1, known as ‘El Altiplano’ and located in the municipality of Almoloya de Juárez, State of Mexico (Edomex).
In his battle to not be transferred to another prison, Caro Quintero filed for legal protection that was dismissed by Judge Abigail Ocampo Álvarez of the First District in Matters of Constitutional and Federal Trials in the State of Mexico, according to reports by Milenio shared on Monday, February 12th.
The judge rejected the claim of guarantees based on Article 61, section XX, of the Amparo Law, which establishes that amparo is not applicable “against acts of authorities other than judicial, administrative or labor courts, which must be reviewed ex officio, in accordance with the laws that govern them, or in which a lawsuit, appeal or legal defense may proceed by which they may be modified, revoked, or invalidated.”
What the former boss was seeking was not to be taken to a prison different from the Altiplano and later handed over to US authorities, who require him due to his alleged involvement in the murder of Enrique Kiki Camarena. It should be noted that in May 2023, the Drug Enforcement Agency (DEA) was anticipating the extradition of Caro Quintero for the first few months of 2024, although no specific date was given.
In addition to allegedly being involved in the kidnapping and murder of Kiki Camarena, Caro Quintero is accused of other crimes, such as ongoing criminal activity, violent crimes in support of organized crime, and possession with intent to distribute cocaine and marijuana, among others.
Based on the above, records from the US Department of Justice show that the former leader of the Guadalajara Cartel has charges in three federal courts: the Southern District of Texas, the Eastern District of New York, and the Central District of California.
Currently, Rafael Caro Quintero is 71 years old, and in September 2023, this man had to leave Altiplano due to health issues, which caused an intense security operation. Reports at the time indicated that the reason for his transfer was allegedly abnormal prostate growth.
The Narcos leader was captured by Mexican Navy authorities (Semar) on July 15, 2022, in the municipality of Choix, Sinaloa. Several years after being released in 2013, Caro Quintero is believed to have been responsible for founding the Caborca Cartel, which is now fighting with Los Chapitos, a faction of the Sinaloa Cartel.
On October 30, 2023, a subject identified as El R was captured. He was believed to be a relative of Caro Quintero and, according to authorities, was a lieutenant in the criminal group led by the Drug Lord of Drug Lords.
“Rodrigo Omar “N”, also known as “R”, lieutenant of the criminal group led by Rafael Caro Quintero and leader of the Caborca cartel, was arrested for the crime of organized crime by elements of the Navy this Sunday in the metropolitan area of Guadalajara,” wrote the Sonora Security Council on that occasion.
In addition, the Caborca Cartel is in Sonora, where it operates in the municipality with the same name.
