The Secretary of National Defense (Sedena) has confirmed the capture of Antonio Guadalupe Pérez Domínguez, alias “El Escorpión 17,” the leader of two factions within the Gulf Cartel (CDG) operating in Matamoros, Tamaulipas.
According to an official statement, personnel from the National Guard’s Special Reaction and Intervention Force (FERI), in coordination with the Attorney General’s Office (FGR), apprehended Antonio Guadalupe “N” in Ciudad Madero, Tamaulipas, on Tuesday, July 16th.
“The tactical team of the National Guard’s Special Reaction and Intervention Force, working in conjunction with the Specialized Prosecutor’s Office for Organized Crime (FEMDO) and the Criminal Investigation Agency (AIC), utilized intelligence operations and field activities to locate Antonio Guadalupe ‘N’. He was identified as a member of the Gulf Cartel’s criminal structure and the alleged leader of the organization in Matamoros, Tamaulipas. A federal judge had issued an arrest warrant against him,” stated the Ministry of National Defense.
This significant arrest underscores the coordinated efforts of Mexico’s security forces to dismantle organized crime networks and bring their leaders to justice.

El Escorpión 17 Transferred to El Altiplano Prison
After his capture, El Escorpión 17 was transported by National Guard aircraft to the Federal Social Rehabilitation Center Number 1, known as “El Altiplano,” in Almoloya de Juárez, State of Mexico. There, he was placed at the disposal of the competent authorities to determine his legal situation.
Following the arrest of Pérez Domínguez, leader of the Los Ciclones and Grupo Escorpión factions, federal authorities conducted four technical investigations in buildings across Matamoros, Tamaulipas. These operations led to the detention of four individuals and the seizure of weapons, ammunition, and tactical equipment.
Authorities stated that this detention “contributes to the weakening of a criminal organization with a presence in the state of Tamaulipas, limiting their financial activities, trafficking of undocumented individuals and drugs to the United States, and the illegal introduction of firearms into national territory.”

El Escorpión 17 Identified as Antonio Guadalupe Pérez Domínguez
According to La Jornada, Antonio Guadalupe Pérez Domínguez, also known as “El Apa” and “Antonio Casanova,” is accused of organized crime with the intent to commit health-related offenses, as well as stockpiling and trafficking weapons.
El Escorpión 17 reportedly assumed leadership of the Gulf Cartel’s factions, Los Ciclones, and Grupo Escorpión, following the arrest of José Alberto García Vilano, alias “La Kena,” in January in Monterrey, Nuevo León.
InSight Crime, a specialized portal on drug trafficking, notes that the Gulf Cartel is composed of various factions, including The Scorpion Group and The Cyclones. The Cyclones originated in Matamoros, where they maintained their operations base until at least 2021. “The Scorpions act in collusion with The Cyclones,” the portal points out.
Other factions of the Gulf Cartel, such as the Reds, the Meters, and the Panthers, also maintain a presence in parts of Tamaulipas, a state governed by Morena party member Américo Villarreal Anaya.
