What happened

Mexico’s FGR says expert reports, interviews and financial records link former Baja California governor Ernesto “N” to decisions at Ingemar, which investigators associate with an alleged fuel-smuggling network. The agency says he acknowledged owning 49% of the company and is continuing his judicial process from home in Ensenada.

Reporting and context

Mexico’s FGR says it has expert reports, interviews and other evidence linking former Baja California governor Ernesto “N” to decisions at Ingemar, a company it says was involved in an alleged fuel-smuggling network known as fiscal huachicol. The agency’s organized-crime unit, FEMDO, said the company used rail tank cars to move fuel and recorded financial activity it considered inconsistent with its tax profile.

According to the FGR, Ernesto “N” acknowledged owning 49% of Ingemar and knew, at least since 2024, that trucks and rail tank cars with capacities ranging from 30,000 to 112,000 liters were declared in import documents as carrying 10,000 liters. The agency also said the investigation includes analysis of the company’s operations and that it is protected by confidentiality rules under Article 218 of Mexico’s National Code of Criminal Procedure.

El Financiero reported that Ernesto “N” was arrested on July 16 and faces accusations of organized crime and fuel smuggling. The former governor said in July, “We have no relationship with this huachicol case,” after the federal government reported the seizure of more than 15 million liters of diesel, gasoline and petroleum distillates in 129 rail tank cars in Coahuila. He left the Altiplano maximum-security prison on Sept. 26 and is continuing the judicial process from his home in Ensenada, according to the source.
