Reporting and context

Federal and state authorities arrested Israel Leonel “N,” known as “Isra,” in Mexicali, Baja California, according to Noroeste’s October 26 report citing Mexico’s Security Cabinet. Officials identified the 42-year-old as an alleged regional operator for Los Rusos, a group they linked to the Sinaloa Cartel.

The Security Cabinet said the operation followed intelligence and investigative work involving the Navy, the federal Security and Citizen Protection Ministry, the National Guard and state authorities, with information from the National Intelligence Center. Investigators tracked the suspect’s activities and movements before locating him on Adolfo López Mateos Boulevard in Mexicali.

Noroeste reported that authorities said Israel Leonel “N” had an outstanding arrest warrant for unlawful deprivation of liberty. Officials described him as a priority target over alleged involvement in violence against authorities, with activities in the Mexicali Valley and San Luis Río Colorado, Sonora.

Authorities also linked him to a 2024 armed attack against an intelligence commander in Baja California’s State Citizen Security Force. They further alleged connections to drug trafficking and the kidnapping of a musical performer in San Luis Río Colorado in August 2026.

After the arrest, officers informed him of his rights and placed him at the disposal of prosecutors. The source said prosecutors would continue the investigation and determine his legal status.
