CECyTEBC director resigns after U.S. sanctions his brother
Luis Miguel Buenrostro cited family circumstances after OFAC sanctioned his brother, Rubén Buenrostro, and a company linked to him.
Luis Miguel Buenrostro resigned as director general of Baja California’s Center for Scientific and Technological Studies, known as CECyTEBC, after the U.S. Treasury Department sanctioned his brother, Rubén Buenrostro. The resignation letter cited personal circumstances involving a family member and said the interests of the college and its educational community should come before any individual situation. Buenrostro led the state education system from Oct. 31, 2024, to Oct. 1, 2026.
According to Jornada Baja California, the relative identified in the report is Rubén Buenrostro, whom the U.S. Office of Foreign Assets Control links to alleged Sinaloa Cartel activity. OFAC also sanctioned his company, Publicidad e Imagen Integral Enla-C. The source reported that Rubén Buenrostro is a former customs official and legislative adviser to the Baja California government.
Jornada Baja California reported that OFAC alleges Rubén Buenrostro maintained a direct relationship with José Ángel Rivera Zazueta, known as “El Flaco,” whom U.S. authorities identify as part of a faction associated with Ismael “El Mayo” Zambada. The report also attributes to him a political-operating role for Sen. Julieta Ramírez, a Morena official in Baja California. Those are allegations and official U.S. claims; the source did not establish a judicial finding against Luis Miguel Buenrostro.
