Reporting and context
Mexico detected 109.4 billion liters of undeclared hydrocarbons during the past year and avoided an estimated 4.6 billion pesos in lost VAT and IEPS revenue, Finance Secretary Edgar Amador said, according to El Diario de Juárez. The figures concern what authorities describe as fiscal huachicol, or undeclared fuel-related activity.
Amador said the National Customs Agency of Mexico dismissed more than 1,400 officials as part of its work. El Diario de Juárez reported that criminal complaints have been filed against 53 people for various offenses and that 63 proceedings involving customs agents are at different stages. The secretary made the remarks during an appearance before the Chamber of Deputies, where lawmakers questioned the government’s response to fuel smuggling.
The reported results cover work between Sept. 1, 2025, and June 30, 2026, including digital systems intended to improve customs processes, protect information and reduce processing times. Amador said customs and tax officials face security risks while carrying out the work and described the anti-smuggling effort as direct. His comments also came during debate over Mexico’s 2027 economic package and broader concerns about the country’s fiscal deficit and public debt.
