What happened
Oaxaca’s Congress voted 35-0 to dissolve Juchitán’s municipal government after Mayor Miguel ‘N’ was arrested on an extortion accusation. The measure allows the governor to appoint an administrator while authorities review alleged organized-crime ties and municipal police weapons.
Reporting and context
Oaxaca’s Congress voted to dissolve the municipal government of Juchitán two days after the town’s mayor was arrested on an extortion accusation, according to El Financiero.
The measure passed 35-0 with no abstentions after Gov. Salomón Jara requested it. Jara can now appoint an administrator to run the municipal government for up to 90 days. Before that period ends, he must propose a municipal council to complete the dissolved government’s constitutional term under Oaxaca’s Municipal Organic Law.
El Financiero reported that Mayor Miguel ‘N’ was detained with Carlos Alberto ‘N’, known as “La Parka,” in a joint operation involving the Oaxaca prosecutor’s office, the Navy, federal security authorities, the National Guard, the Defense Ministry and state police. The prosecutor’s office charged the mayor with aggravated extortion and offenses against state security, and said investigators were examining an alleged connection to “Los Cromos,” described by authorities as a CJNG cell in Oaxaca. Prosecutors requested that both men be bound over for trial.
Authorities also detained Jhon Keny ‘N’, a former Juchitán municipal police commissioner, on Sept. 24. The prosecutor’s office accused him of possibly protecting “Los Cromos.” The mayor’s substitute, Mariano Rosado López, did not take office and said his home was searched and that he had received threats.
The security review that followed removed 28 long guns, 27 handguns and 2,029 rounds from the municipal police arsenal. Oaxaca officials said the weapons could no longer remain in municipal custody because the mayor’s absence left no legal conditions for that arrangement. State police and Binnizá Special Forces took over security with support from federal and state agencies.
