Colima is one of the states where the Jalisco New Generation Cartel (CJNG) has violently emerged. The significance of this state is related to the Port of Manzanillo, a key location for the arrival and shipment of drugs and chemical substances used to produce narcotics.
In Colima, the presence of Julio Alberto Castillo Rodríguez, also known as ‘El Chorro’, has been detected. He is known for being the husband of Jessica Johanna Oseguera González, daughter of Nemesio Oseguera Cervantes, also known as ‘El Mencho’, the top leader of the CJNG.
Due to his proximity to ‘El Mencho’, Castillo Rodríguez leads a cell of the “cartel de las cuatro letras” dedicated to the transportation of cocaine, fentanyl, and other synthetic drugs. For this reason, he is considered one of the most prominent members of the organization (at least in Colima).
On February 25, 2022, the Secretary of National Defense, Luis Crescencio Sandoval, presented a map of criminal activity in Colima during President Andrés Manuel López Obrador’s (AMLO) morning conference. Among the leaders of the CJNG was ‘El Chorro’.

According to military reports, the ‘El Chorro’ cell is present in at least eight out of 10 municipalities in Colima: Manzanillo, Armería, Tecomán, Colima, Ixtlahuacán, Coquimatlán, Minatitlán, Villa de Álvarez, and Cuauhtémoc.
The majority of the regions are controlled by the CJNG. However, in Manzanillo, Armería, Tecomán, Colima, and Villa de Álvarez, the Sinaloa Cartel also operates through three individuals, identified as Rafael Guadalupe, alias ‘El Changuito Ántrax’, Alberto “N”, alias ‘Don Beto’, and Óscar Alejandro “N”, alias ‘R-100’.
This has generated an intense dispute for control of the territory, which has been reflected in armed confrontations, mainly. To that end, ‘El Mencho’s’ son-in-law has the support of other criminal members who, like him, are under the radar of the United States (USA) for their involvement in drug trafficking.
Among the partners of ‘El Chorro’ are brothers Aldrin Miguel and José Jesús Jarquín Jarquín, also known as ‘Chaparrito’ and ‘R-32′, respectively. In addition, there is César Enrique Díaz de León Sauceda, also known as ‘Lobito’. They were all included in the US Department of Treasury’s “blacklist” on October 6, 2021 for drug trafficking activities.

Fernando Zagal Antón, José Bernabé, also known as ‘La Vaca’, and Cristian Jonathan, also known as ‘El Camaney’, are also members of the CJNG operating in Colima, but they hold a lower rank than ‘El Chorro’.
Julio Alberto Castillo was born on October 11, 1976, so he is currently 47 years old. Since 2016, he has been under the watchful eye of the American justice system for his relationship with the CJNG.
Throughout his criminal career, ‘El Chorro’ has been arrested twice, and both times he managed to walk free. His first arrest was recorded on June 23, 2015 in Zapopan, Jalisco. On that occasion, Rubén Oceguera Cervantes, son of ‘El Mencho’, was also arrested.
Both were released on July 1st of that same year, due to lack of evidence to prosecute them. However, on April 6, 2016, ‘El Mencho’s’ son-in-law was arrested for the second time in the state of Jalisco.
‘El Chorro’ was arrested along with José Antonio Rodríguez Contreras and Edgar Ernesto Moreno Barragán, as they were carrying four long weapons, one of which had a grenade launcher attachment.
According to journalist Jorge Fernández Menéndez, Castillo was released thanks to the network of judges controlled by his wife, Jessica Johanna.
